GRAI-licensed casinos will be Ireland’s first nationally-regulated online casinos when the Gambling Regulatory Authority of Ireland begins issuing remote-operator licences on 1 July 2026. Until that date, Irish players use casinos licensed by Malta (MGA), the UK (UKGC), or Gibraltar — all of which provide strong player protections. Below is everything Irish players need to know about GRAI licensing.
Top Pre-GRAI Casinos for Irish Players
Until GRAI licences are active, the best-protected option for Irish players is a Tier-1 European-licensed casino (MGA, UKGC, Gibraltar). The casinos below are verified by our editorial team and most have indicated they’ll apply for GRAI licences.

What Is the GRAI?
The Gambling Regulatory Authority of Ireland (GRAI) is Ireland’s first national online-gambling regulator. It was established by the Gambling Regulation Act 2024 (signed into law in October 2024) and formally launched on 9 February 2026.
GRAI replaces a patchwork regulatory framework where Irish residents played at casinos regulated abroad. The Act gives GRAI sweeping powers including:
- Issuing and revoking online gambling licences
- Fines up to €20 million or 10% of operator turnover
- Maintaining a National Gambling Exclusion Register (one-step self-exclusion from all GRAI-licensed operators)
- Banning credit-card gambling (debit and direct bank only)
- Strict 18+ age verification on registration
- Mandatory segregated player funds
- Advertising restrictions (no targeting under-18s, no celebrity influencer ads)

How a GRAI Licence Protects Irish Players
When the GRAI begins issuing licences on 1 July 2026, Irish players will gain protections that previously required playing at a Tier-1 EU-licensed casino abroad:
Segregated Player Funds
Operator must hold player balances in a separate Irish bank account. If the operator goes bankrupt, your balance is protected.
One-Step National Self-Exclusion
The GRAI National Gambling Exclusion Register will let you self-exclude from every GRAI-licensed operator with a single registration. This is similar to the UK’s GAMSTOP scheme. See our responsible gambling resources for the launch details.
Audited Games
RNG software must be certified by an independent test lab (eCOGRA, iTech Labs, GLI). Slot RTPs must match the certified values.
Dispute Resolution Access
GRAI provides a formal complaints process. If a GRAI-licensed casino voids a legitimate withdrawal or applies bonus terms unfairly, you can escalate to the regulator.
What to Do Until 1 July 2026
Until GRAI licences are active, your safest options for online gambling in Ireland are:
- MGA-licensed casinos (Malta) — closest equivalent regulatory standard to GRAI. Most casinos targeting Ireland hold MGA licences
- UKGC-licensed casinos (UK) — strict regulator with GAMSTOP integration; some accept Irish residents
- Gibraltar Regulatory Authority casinos — strong dispute resolution and player-fund protections
- Alderney Gambling Control Commission casinos — small jurisdiction but solid regulatory standards
We do not recommend Curaçao-only casinos for Irish players. Curaçao has historically weak dispute resolution and many operators take advantage. See our top-rated casinos — all hold Tier-1 European licences.
Which Casinos Will Get a GRAI Licence?
GRAI received licence applications from major operators starting 5 February 2026. We’re tracking application status across the casinos we review. Expected GRAI licensees include:
- Established MGA-licensed operators with significant Irish player bases
- UK-headquartered operators expanding into the regulated Irish market
- Some Gibraltar-licensed brands that already serve Irish players
- New Irish-domiciled operators built specifically for the GRAI framework
We’ll update this page as GRAI licences are issued. Until then, the casinos listed at the top of this page are our best-rated options for Irish players under existing Tier-1 licences.
Frequently Asked Questions
When does GRAI start issuing online casino licences?
The Gambling Regulatory Authority of Ireland begins issuing remote-operator licences on 1 July 2026. Licence applications opened on 5 February 2026.
Is GRAI better than MGA licensing?
GRAI is Ireland’s national regulator with jurisdiction over Irish residents specifically. MGA is the Maltese Tier-1 regulator with similar player protections. For Irish players, GRAI offers easier dispute resolution access and the national exclusion register; MGA offers the same player-fund protections via Maltese law.
Can I play at non-GRAI casinos legally in Ireland?
Yes. Until GRAI licences are active, Irish residents can legally play at casinos licensed in Malta (MGA), the UK (UKGC), Gibraltar, or Alderney. There is no Irish law prohibiting this.
What is the National Gambling Exclusion Register?
The GRAI National Gambling Exclusion Register (launching Q3-Q4 2026) will be Ireland’s one-step self-exclusion service. One registration blocks your access to every GRAI-licensed online casino, bingo, and sportsbook for the period you choose (similar to the UK’s GAMSTOP).
Will GRAI ban credit-card gambling?
Yes. The Gambling Regulation Act 2024 bans credit-card use for gambling. Players will only be able to fund online casino accounts via debit cards, direct bank transfer methods (like Trustly), or e-wallets backed by debit funding.
